Bio

Bruce Weiner has worked in technology, product development, and software engineering since 1988, applying industry-standard design, testing, and post-deployment evaluation methods to determine whether technology products and features achieve their stated objectives.

His career includes leading initiatives for Fortune 100 companies and government agencies, directing cross-functional teams to design, implement, and validate technology products across financial services, loyalty and affiliate platforms, e-commerce, payments, and internet infrastructure. Since 2012, he has held technology and product leadership roles at a large financial services institution, most recently serving as Vice President and Chief Product Owner.

Through Weiner.net, LLC, he serves as a testifying and consulting expert witness, retained in 30+ matters since 2011 with an even plaintiff/defense split, across U.S. District Courts, the Patent Trial and Appeal Board (PTAB), state courts, arbitration, a federal multidistrict litigation (MDL), and administrative proceedings. 10+ depositions; he has appeared for trial and hearing testimony. His declarations are cited in a Federal Circuit opinion, 986 F.3d 1367 (cxLoyalty, Inc. v. Maritz Holdings Inc.). His engagements span patent infringement, trade secret, antitrust, AI governance, commercial litigation, class action, gig-economy platform disputes, and criminal defense matters. His methodology was the subject of a motion to exclude, which was denied (Pretrial Order No. 39, DN 4941). He performs source code analysis and detailed technical analysis to support his opinions.

Practice areas include SDLC and PDLC governance; platform, web, and API architecture; source code review; AI governance; data scraping and web-evidence analysis; trade secret identification; and computer-implemented patent analysis.

His opinions are anchored in recognized standards, including ISO/IEC 12207, ISO/IEC 25010, IEEE 730, ISO/IEC 42001, and the NIST AI Risk Management Framework. He holds a BSE, Electrical Engineering and Computer Science, Magna Cum Laude, from Princeton University (1988); maintains ACM and IEEE memberships; holds the Certified Scrum Product Owner (CSPO) and Certified Agile Leader 1 (CAL 1) credentials, and the AI for Product Owners Microcredential (2026); and holds an active Federal Top Secret Security Clearance — DCSA Tier 5 (Active). He is a named inventor on U.S. Patent 7,203,734, issued April 10, 2007.
